Manila, Philippines, March 10 – Pilipinas Shell Petroleum Corporation (PSPC) and Philippines Energy Shell (SEPH) has entered into a tripartite agreement with Department of Energy (DOE) for a pilot program where Shell can deploy more Shell Refill a renewable energy (RE) powered electric vehicle charging station from SEPH.
Signed by the President and CEO of PSPC Lorelie Quiambao-Osial, General Manager and President of SEPH Bernd Krukenberg, and Secretary of Energy Raphael PM Lotilla, the memorandum of understanding is based on the goals and objectives of the Philippine Energy Plan 2020-2040 for the transition to clean energy fuels and technologies. It will also provide supporting infrastructure for a target penetration rate of 10% electric vehicles for road transport by 2040.
This agreement is to support the government’s implementation of Law on the Development of the Electric Vehicle Industry (EVIDA), which establishes a national development plan to accelerate the development, commercialization and utilization of electric vehicles in the country.

Aimed at providing end-to-end, low-carbon solutions for EV drivers from sustainable sources, the agreement has the primary goal of conducting pilot studies of RE-supplied EVCs such as solar. The main components of the pilot project include provision, installation, operation and maintenance of EVC, monitoring and verification of energy efficiency, performance and savings through the utilization of RE, and optimizing the use of cleaner energy.

Responding to the increasing demand for EVs, Pilipinas Shell launched the first Shell Recharge site at Mamplasan Shell located on the South Luzon Expressway, Biñan, Laguna. The Shell Recharge charging point at this location is powered by 100% renewable energy from SEPH through blending solar And hydro energy.
With the new agreement, Shell will be able to install RE-powered EVCs in more locations, making EV use more convenient and accessible to more people. This marks a significant step forward in the company’s quest to create sustainable mobility solutions and is part of a broader push to accelerate the transition to a net-zero emission future.
