JUST IN: SMC Infra Unit, Batangas Gov’t Sign JVA for P44-B Nasugbu-Bauan Expressway Project

Manila, Philippines, March 22San Miguel Company (SMC) is working on P44.77-billion Nasugbu-Buan toll road (NBEX) project that will provide a faster connection between the eastern and western parts Batangas province.

This came after the Batangas provincial government provided the company’s infrastructure arm, SMC Infrastructure, 35 year concession to design, build, operate and maintain the four lines, 61 kilometers the toll road led by the President and CEO of SMC Ramon S. Ang described as “a project that will further unlock Batangas’ economic potential.”

The two parties today signed a joint venture agreement for the project in a ceremony held at the Balayan Government Hall where Ang was also officially adopted as Batangas’ adopted son.

“This project will promote a lot of development for our province and our cities here in the first district. Most importantly, it can provide more assistance and services to our citizens. San Miguel is a true partner in development not only in Batangas, but throughout the Philippines,” the governor said Hermilando Mandanas (bottom, left).

Meanwhile, Ang said: “Bangagas Province has always been very close to my heart. It is home to many of our facilities. It has always been a valued and reliable partner of San Miguel and as such, is of great importance to our efforts to support our national economy and uplift the lives of many Filipinos through regional development.”

He added, “I am pleased that our company will have another opportunity to further strengthen our cooperation with Batangas, through NBEX, and ensure that the benefits are widely shared. We have committed to provide 70% of the project’s profits to the local government, once operational, to be used to provide vital services to our kababayan in the province. This will be key to advancing the province’s growth and improving lives and livelihoods.”

NBEX, said Ang, is an important infrastructure initiative in South Luzon. This will increase cross-city travel throughout Batangas, especially the first district. When finished, it will be created extinguished, Balayan, Lemery, SmellCity of Calaka, and other municipalities, are more accessible. Transportation of people and goods will be easier, faster and more efficient resulting in lower business costs and higher economic activity.

Ang, who gave an overview of the project at the signing of the agreement on Wednesday, March 22, 2023, explained that the 61 km toll road is expected to cut in half the travel time between Nasugbu to Bauan, Batangas from 1.5 hours to only 45 hours. minute. NBEX, which started in Brgy. Kaylaway, town of Nasugbu, parallel to Tagaytay-Nasugbu And Palico-Balayan Highway. NBEX Terminal at Brgy. Kaylaway connects the toll road to other SMC Infrastructure projects, viz Cavite-Batangas Toll Road (CBEX), which leads to Tagaytay City and Silang, Cavite.

The project has four sections: Section 1 is a 10.78 km long segment extending from Brgy. Kaylaway to Brgy. Banilad in the town of Nasugbu; Section 2 is a 13.03 km section from Brgy. Banilad to the town of Balayan; Section 3 of the Balayan section to Lemery is 16.3 km long, and Section 4 of the Lemery to Bauan section is 20.79 km long.

In his remarks, Ang was optimistic that the project could be completed on time given the support from the provincial government led by Governor Hermilando I. Mandanas who signed the joint venture agreement.

“NBEX is an exciting opportunity for us to reunite and work towards a common goal of building a better future for our beloved Batanguenos. We look forward to working with the Governor of Mandanas and other provincial leaders and stakeholders to make this happen,” he said.

Ang said the target for substantial completion of the project was on 48 months, including 12 months development of a detailed engineering design.

NBEX is the latest addition to SMC’s growing infrastructure portfolio, the most diversified conglomerate in the country. Apart from NBEX, SMC operates the Tarlac-Pangasinan-La Union Expressway (TPLEX), a Skyway System that connects Balintawak to Makati via the elevated toll road; South Luzon Highway, and South Tagalog Arterial Road (STAR) Highway.
